I. INTRODUCTION

This position is located in

Serves as the sole researcher or head of a research team of scientists performing research into critical problems of fisheries resource management. Work supports the goal of protecting, restoring, and managingthe use of coastal and ocean resources through an ecosystem approach to management.

II. MAJOR DUTIES AND RESPONSIBILITIES

Writes scientific papers for publication, investigates long range and short term problems, and recommends solutions for conservation, habitat preservation, and protection of the fisheries resource.

III. FACTOR LEVELS

Factor 1 - Research Situation Degree C, 6 points

The fisheries research situation is of greater than average difficulty and complexity. The investigation must be approached by a series of complete but related studies. The research may either be personally conducted by the incumbent or by a team of scientists/technicians under his/her direction. The investigation requires unconventional or novel approaches for resolution, including sophisticated research techniques.

Completed research will result in a series of publishable contributions to fisheries knowledge to answer important questions and/or open new avenues of further study. The research will make important contributions to fisheries science, which may result in important changes to existing products, processes, techniques or practices.

Factor 2 - Supervision Received Degree C, 6 points

The incumbent is assigned a broad problem area with freedom to identify, define and select the specific problem(s) for study. With little or no supervisory assistance, incumbent formulates hypotheses, develops and carries out plan of attack. Supervisor is kept informed through informal discussions of general plans and progress of work. Completed work is reviewed for overall results.

Factor 3 - Guidelines and Originality Degree C, 6 points

Applies new techniques and original methods of attack to solution of important problems in fisheries science. These problems present novel or unprecedented aspects.

Factor 4 - Qualifications and Scientific Contributions Degree C, 12 points

Has authored one or more peer-reviewed papers of considerable interest to other researchers in the field of fisheries science. Research contributes new inventions, designs or techniques to important problems. Additional contributions may involve leadership of a productive research team or leadership in formulation of productive research ideas. Incumbent is beginning to be sought out by other mature and professional researchers in the field for purposes of consultation and/or collaboration. Has held important committee assignments on professional fisheries groups and task forces and is recognized as a qualified authority to speak on technical matters with researchers within and outside the organization.
