I. INTRODUCTION

Is the sole researcher or heads a research team of scientists performing research into critical problems of fisheries resource management. Work supports the goal of protecting, restoring, and managingthe use of coastal and ocean resources through an ecosystem approach to management.

II. MAJOR DUTIES AND RESPONSIBILITIES

Writes scientific papers for publication, investigates long range and short term problems, and recommends solutions for conservation, habitat preservation, and protection of the fisheries resource.

III. FACTOR LEVELS

Factor 1 - Research Situation Degree D, 8 points

The research situation is of greater than average difficulty and of considerable complexity. The problem area must be approached by a series of complete but related studies. The incumbent may either personally conduct the research or lead a team of scientists/technicians. Sophisticated research techniques must be applied to solve problems. Studies will result in a series of publishable contributions to fisheries knowledge. Investigations will result in important changes to existing products, processes, techniques or practices.

Factor 2: Supervision Received Degree D, 8 points

Is assigned a broad problem area with freedom to identify, define and select the specific problem(s) for study. With little or no supervisory assistance, formulates hypotheses and develops and carries out plan of attack. Supervisor is kept informed through informal discussions of general plans and progress of work. Supervisor is involved when plans/research involve considerable investment of resources (i.e., personnel, time and equipment), but incumbent has full control over equipment and personnel already allocated. Completed work is reviewed for overall results.

Factor 3: Guidelines and Originality Degree D, 8 points

Applies new techniques and original methods of attack to the solution of important problems that present novel or unprecedented aspects. A high degree of insight is required to isolate and define critical features of problem. Problem resolution requires a high degree of ingenuity to adapt, extend and synthesize existing theory, principles and techniques.

Factor 4: Qualifications and Scientific Contributions Degree D, 16 points

Has achieved outstanding attainment in the field of fisheries science. Incumbent a) has authored a number of important peer-reviewed papers, some of which have had a major impact on the field or are accepted as definitive; b) has contributed new inventions, designs or techniques regarded as major advances in the state of the art; c) is regularly sought out by peers who are specialists and recognized scientists in the field; d) is invited to address national professional organizations.

Other researchers take note of the incumbent's published results/papers in order to keep abreast of new developments in the field.
