FACTOR I. NATURE AND EXTENT OF PERFORMANCE OF EXAMINING FUNCTIONS:

Incumbent performs "Basic" patent examining functions (e.g., planning and conducting the search, applying references to the claimed invention, etc.) only after receiving extensive preliminary instructions from the supervisor. References used to determine whether or not the claimed invention is new and patentable are presented for detailed review. Before drafting an official Patent Office action, incumbent discusses his/her determinations in detail either with his/her supervisor or with another experienced examiner and all such actions are submitted to the supervisor in draft form for close detailed review.
