I. INTRODUCTION

The incumbent of this position performs technical work related to weather forecasting, observations, research, climatology, and/or other areas of meteorology.

II. MAJOR DUTIES AND RESPONSIBILITIES

Provides weather information to the general public, and to special interest groups representing agriculture, commerce, transportation, recreation, etc. Operates a variety of complex communication equipment. Performs wide range of tasks associated with the management and use of meteorological information from numerous sources. Interprets requests and provides meteorological and climatological data to various users.

III. FACTOR LEVELS

FACTOR 1. KNOWLEDGE REQUIRED BY THE POSITION FL 1-6, 950 points

Knowledge of technical methods and procedures associated with meteorology, climatology, and related sciences, and an extensive familiarity with the methods and practices of weather observation, analysis, and forecasting to prepare weather briefings, warnings, local advisories and forecasts, and to conduct radar observations. Knowledge of communication systems sufficient to use radio, telephone, electronic and computer equipment to receive and/or disseminate weather information. Ability to communicate effectively to a broad spectrum of users by adapting available material.

FACTOR 2. SUPERVISORY CONTROLS FL 2-3, 275 points

The supervisor provides general instructions concerning the broad objectives of the assignments. On non-routine matters the supervision is closer than on daily work requirements. The completed work is reviewed for effectiveness in meeting requirements and to insure conformance with agency policy and regulations. If the position works in a shift environment the incumbent works under the guidance of a shift leader.

FACTOR 3. GUIDELINES FL 3-3, 275 points

Guidelines are extensive and include various handbooks, meteorological observing manuals, technical and scientific papers, historical and climatological records. The incumbent is required to use judgment in adapting, interpreting, and deviating from guidelines in the interest of public safety.

FACTOR 4. COMPLEXITY FL 4-4, 225 points

Work requires the performance of various technical duties which involve differing and unrelated and quickly changing processes and methods. There are a number of possible approaches for planning and executing the work and the employee is expected to exercise discretion in choosing the best technical/operational approach in light of rigid deadlines. Judgment is required in applying a wide range of conventional, established approaches, methods, techniques, and solutions to new situations.

FACTOR 5. SCOPE AND EFFECT FL 5-3, 150 points

The purpose of the work is to provide accurate and timely observations, services, and data which is essential to the user groups and affects the safety of the public and the day-to-day efficiency of agriculture, commerce, industry, and government.

FACTOR 6. PERSONAL CONTACTS FL 6-2, 25 points

Contacts are with the general public, special user groups, universities, local, state and federal agencies.

FACTOR 7. PURPOSE OF CONTACTS FL 7-2, 50 points

The incumbent provides general and specific weather information to the general public. Incumbent may be placed in a position of attempting to influence or persuade a particular a course of action.

FACTOR 8. PHYSICAL DEMANDS FL 8-1, 5 points

The work is primarily sedentary in nature.

FACTOR 10. WORK ENVIRONMENT FL 9-1, 5 points

The work is usually performed in an office setting.
