Change in Residence or Duty Location

If you have moved from one state to another state or had a change in duty location, you may need to submit a new state tax form or a certificate of non-residence in the District of Columbia form (D-4A). You can do this through your servicing human resources office or process the change through the National Finance Center’s, Employee Personal Page at https://www.nfc.usda.gov/personal/ep_warning.asp.

For example, if your duty location is changing from Silver Spring, MD to Washington, D.C., this change will require you to submit a certificate of non-residence in the District of Columbia form (D-4A). If you change your address from one state to another, this change will require you to submit the appropriate state tax form.

With the Employee Personal Page (EPP) you can view your payroll, leave, health and life insurance, savings bond, and other personal information. The Self-Service option allows you to change your residence address, Federal and state tax withholdings, financial allotments, direct deposit, and health savings account information.
