In support of succession planning efforts at the Department of Commerce, the SES Candidate Development Program prepares high potential GS-14/15 and equivalent employees for the SES ranks. The SES CDP curriculum must be completed within eighteen months while maintaining current job responsibilities.

This department-wide competitive program:
- Prepares participants for SES certification by OPM
- Establishes a pool of qualified candidates for SES positions
- Prepares future executives for collaborative leadership
The design of the SES CDP provides a broad range of developmental experiences and formal training.

Participants who successfully complete this eighteen-month program and receive SES certification from OPM are eligible for non-competitive career appointment to any SES position for which the certified candidate also meets the professional or technical qualifications.

Note: Training and materials are billed to the bureaus based on actual participation. Local and long-distance travel is not supported by the program and is the responsibility of the home organization. In addition, while supervisory approval to participate in the program is not required, applicants are strongly encouraged to discuss it with their supervisors and keep them informed. This affords a supervisor ample time to plan for the period of time a selected candidate might be out of the office.
