A Commitment to Learning
Historically, both public and private organizations have acknowledged that people are their most valuable resource. Organizations are recognizing that a commitment to and investment in providing staff continuous learning opportunities is a business strategy that makes sense. Research shows much of the front-runner status of organizations can be attributed to their recognition of the importance of including training as a key element in their strategic planning process.
To help the Federal sector address a critical human capital challenge - strategically planning and investing in the development and training of its workforce, the U.S. Office of Personnel Management has developed A Guide to Strategically Planning Training and Measuring Results. This Guide is designed to help agency HRD professionals and agency planners integrate training goals into strategic and performance plans in order to accomplish agency goals. Agency HRD personnel and their planning teams will find this publication helpful in developing specific training goals and measures aligned with mission requirements. This guidance is especially timely since OMB has now directed agencies, in Circular No. A-11 (July 2000), to develop such goals and measures annually beginning in FY 2002.
The Guide is a primer for planning training strategically. It was developed for a wide agency audience – HRD professionals, managers, planners – and contains ideas, examples, techniques, and illustrations that will be of value to any agency, regardless of its particular strategic planning approach. These examples and techniques are offered as catalysts, not mandates, to effectively consider and integrate training strategies into strategic and performance plans.
