The Commerce Alternative Personnel System (CAPS), formerly known as the Demonstration Project, links employee compensation to measures of work quality or goals. Performance pay increases are tied to performance appraisals and employees' rank within a pay pool, and are added to employees' basic pay. Bonuses are also linked to performance.
The four career paths are:
- Scientific and Engineering (ZP) professional technical positions
- Scientific and Engineering Technician (ZT) nonprofessional technical positions
- Administrative (ZA) specialist positions in administrative and managerial fields
- Support (ZS) administrative support
